My wife was into doing gel nails for a while, and I have a few left over UV CCFL's from her curing lamps. was thinking of doing something similar to this. Is it particularily advantageous to use LEDs?

adafruit and sparkfun (as well as various Ebay sellers) have arduino kits, assembled, for $30. Pretty hard to get boards made, buy components, and assemble them for cheaper with the intent to resale with a profit margin.
